Perhaps I missed it, but why not use DISP=(PASS) if you want to keep the DataSet enqueued until the Job end?
The system may be smart enough to spot that the file is not received by a later step (ie: Ignore the possibility that while it does not appear again in JCL that it may be dynamically accessed by a following step).
Having an IEFBR14 step to receive the PASS'ed file as the last step handles this situation.
