I agree with you and Ed and others. Actually, about a year ago, maybe 18 months, the pre-paid maintenance plus software savings would have outright covered the cost of a z12.
Unfortunately, there were (and are) political issues and also multiple flavors of money issues. z/OS Software is paid with one flavor, which is apparently doesn't taste right when applied to hardware acquisitions. I make the argument every now and then. New CIO coming on board soon. I'll probably get another chance, but I suspect we'll stretch the z9 until we are forced to move in the spring of 2017.
