We use the following setup to circumvent this to some degree: We start OMVS with parms of (TH,FS,ZS)
BPXPRMTH contains the Threshold values etc. BPXPRMFS contains the FileSystem definitions - ZFS, CINET etc. BPXPRMZS contains the mounts for those ZFS datasets supplied as part of z/OS - no application data When TCPIP has initialised, Automation issues a SET OMVS=(PD,ss) to drive mounts for the rest of the ZFS estate. BPXPRMPD contains mounts for "products" that are not considered part of core z/OS. BPXPRMss contains mounts for the remaining application ZFS datasets. The idea behind this was to get TCPIP up (and hence the rest of the system infrastructure) as soon as we could without waiting for ZFS recovery to complete. OMVS is initialised once it has processed the 3 BPXPRMxx members defined at IPL. Works for us - may work for you!
