Sounds like you have too many zFS's for it to be practical to quiese them 
before making the snap copy.

We run this:

//ZFSADM1  EXEC PGM=IOEAGSLV,REGION=0M,                       
//  PARM=('-aggregate OMVS.TE01.ROOT.Z13RES -recoveronly')    

after cloning zfs's. Perhaps you could run that against them from a small 
one-pack floor system, or your main system with them taken out of bpxprm?  Does 
that step run quicker than the delay at mount time?
