What steps to research the error have you taken? The message indicates AUTHORIZATION. I would look for messages from your SAF product to see if there are any security issues.
In RACF look for ICH408I, for Top Secret look for TSS messages, for ACF2 look for ACF messages Look in JOBLOG or SYSLOG or your security products Records. With your favorite Internet browser search on ADR402E and see if any entries are helpful.
