I am not clear on why you feel the need to restrict RMF displays.

Could you provide some examples of what you want to restrict?

Second, have you looked at the RMF Java App where you can publish reports to a 
website that your users could then review?

Do your users need real time information? 
How often would they be looking at RMF Data?
What specifically are they using RMF For?
