While there may be no real compelling issue the main reason we like
to restrict things of this nature is for political reasons.
I have seen in the past is that when there is an issue the group
responsible will go to any lengths to avoid being finger pointed at.
In this case (just an example) there was slow response time and
rather than figure out where the problem lies the group just said
there was a bump here and that is what caused the slow time (which as
was not the real reason). It got them off the hook.
Yea I know everyone is supposed to work together but in the real
world it doesn't work that was (at least at all the shops I have
worked at).

The RMF Spread Sheet Reporter is an after the fact process. You
create RMF Reports and publish them, but they are not real time.
The concern about security is intriguing. I have not seen shops
feel the need to restrict RMF Data. If your end users or customers
know how to run RMF reports in Batch they can access the same data
as if it is online in the RMF ISPF process.
I am also curious as to why a Network person would be prevented
from seeing the LPAR Capacity, Jobs with resource issues, or zFS
issues that are presented in RMF.
You may need to contact IBM for assistance on this one. The only
option I see at this point is too Lock down RMF from everyone
except the few, and then have a scheduling system run batch reports
for the various areas. This will not be real time.
Then if they need real time, they would need to contact your MVS
group for assistance.
In other shops I have worked in, RMF was available to everyone, and
that helped because sometimes Programmers used it and then reported
issues to the MVS team.
But I see RMF similar to using tools like Omegamon, Strobe,
Mainview, and other monitoring tools.

For the security reason, groups other than MVS should see only the
subset of
the real time RMF reports. For example network group should only
see the
channel utilization or CPU utilization of their tasks. Other
hardware and
config info on the raports are irrelevant to them.
Also in TEP you can customize certain screens to certain groups.
RMF DDS could be another option, but I wondered whether there was
more simple
solution on RMF III side.
