I did a simple search in Google and found something called Data Set Commander, which appears to include a STEPLIB command. DSC seems to be at 8.1. Looks like a program product.

It was SYSPROC that was commonly reallocated by CLIST and Rexx scripts in order to do testing in the right order test/dev/prod or whatever. Not STEPLIB. I think there is a steplib command, but I don't remember when I used it, and that's outside the scope of this.
