So, you want multi-volume dataset, not non-SMS dataset - yes?
Instead of fighting against SMS ACS routines you could try the following:
DSN=ANY.PROPER.NAME,DISP=(,CATLG),VOL=(,,,4),SPACE=(TRK,(1,1,))...
