If this were public knowledge, I would think there would be news items on IBM website or the Financial companies would be sending out notices of the sale or potential sale.
Since I am not seeing anything at this time, possibly false rumor. Or the deal is not completed to the point where it can be commented on in the public. There are strict rules governing Stocks and Sales here in the USA. Nothing can be shared (that would be insider trading) until the deal is done.
