I believe this to be another of those IPLA arrangements I described in my earlier post to this thread.
IBM claims these "partnerships" allow them to control price (which sounds benevolent). Yet, in at least one well-known case, a _staggering_ 20% price increase went into effect January 2016 -- just six months after the deal was formalized.
