I mean, we could debate this all week. Is an empty or nonexistent APF dataset 
the end of the world? No. Is it inherently a threat? No. But is it a best 
practice? No.

Not necessarily. Around here, they are using RACF to lock down APF dataset 
updates. It takes a change request with 2-3 approvers to get RACF authority to 
update an APF dataset.
