Are you using Netview Access Services or NETVIEW? AFAIK, EMSMODE a Netview Access Service Logmode table. Do you see any IEV043* message? AFAIK, changes in logmode need a stop/start in Netview Access Service accompanied by a V NET,majnode INACT and ACT if needed. I am not sure how HOD is working, I have never worked with that.
