No, I mean, absolutely, 100%, unless the requirement is to waste resources (however that may be framed) then do not use an exit for this task. Ever.
These days it is very simple to write SORT exits, as they can even be written in COBOL. The irony is that there is far, far less reason to use them, because the functionality available in DFSORT allows you do to so many things that you may "traditionally" have had to consider doing by a program (including by an exit). If someone insists on "one step" then get them to sign for the extra cost, and write your exit.
