I thought that was the default, unless some misguided admin has
reconfigured it to appease naive users who complained about warning
messages transferring to a non-z platform.

The deficiency I see is lack of an intechange format that could be
stored and forwarded via a non-z waystation. It would be a boon
if TRANSMIT/RECEIVE and/or AMATERSE were embedded in FTP.
Hmmm... Layers, layers. FTP iattaches TRANSMIT which attaches
IEBCOPY which uses Program Management services ...

CBTtape.org uses a uniform format for (almost) everything: zipped
TRANSMITted files. Perhaps not so good for UNIX files. Otherwise
it can all be extracted on z/OS nowadays. No need for a desktop
waystation.
