IMHO the worst thing in COD is IODF. COD do expect some device numbers
to be present, which are not compatible with your IODF. From the other
hand, in blank new installation one has to code everything in IOCP text
file. No sample provided.

Redbook "Mainframe from Scratch Volume 1 Initial Build for z/OS" and it
looks like there is IOCP text that could be used as a starting point -
page 55.
