This is SOP for z/VM. I've never tried it for z/OS. The procedure was to download z/VM, then burn it to DVD in ISO format. That was not easy for me with the software on my PC. Then insert the DVD into a physically (locally) connected HMC; remote will not work.
If the DVD is not true ISO format, you get a lot of inexplicable errors like 'file not found' even though a scan on any PC, Linux, or Unix machine shows that it's there. Once I got the DVD burned correctly, load worked like a charm. I don't know if any of this is supported for z/OS. . . So, it could be entirely possible that you can indeed boot from and install from the USB port in the HMC on a z13.
