The original implementation of HFS suffered the same limitation because IBM code saw the 'PO' attribute before seeing the 'HFS' attribute and disallowed (intended) multi-volume allocation, i.e. same restriction as PDS(E). That error was fixed early on by APAR. However, I don't know that PDSE itself was ever accorded similar space relief.
