As Jack said, you need lots of memory. How big is your 'huge' TSO region? Do you have any other process(es) in your TSO session eating up your memory? Can you try that Java out in Batch? I have once a hungry Java job from a clueless user with the same error message and memory requirements. I could get it running with REGION=512M (in batch).
