That would be nice. Let's imagine the scenario, where some
system/application is no longer used for production, but you still have
to keep it in case of some ad-hoc check. Sometimes it's enough to unload
all the data to flat files, but sometimes the only reasonable method
require working application and subsystems like CICS or DB2.
Of course after several years such frozen system will be unable to work
on new hardware, so if you need it for a long (FSVO long) time, then you
need to upgrade it as well.
