With all respect, John, I think IBM's logic there is a little circular. Perhaps 
one reason people don't tackle SMP/E package development is because the 
documentation for the process is, ahem, somewhat lacking.

The two skill sets have little in common IMHO. Being a sysprog involves 
patience and suffering fools gladly. I have been a software architect and coder 
my entire career. I have never been a sysprog. I have never been responsible 
for the day-in, day-out care and feeding of an MVS system. Sure, one might come 
to software package development via the "I used to be a sysprog" route, but it 
is only one possible route, and I'm not convinced it is necessarily the most 
logical route.

Wow! It's rare, to say the least, for someone who doesn't already know how to 
run SMP/E in batch to package a product with it. My compliments
(seriously) on being willing to tackle all that at once.
