z/OS MVS Initialization and Tuning Guide: Because SCM does not support persistence of data across IPLs, VIO data can only be paged out to DASD. Therefore, even when SCM is installed you must still maintain a minimum amount of storage that supports paging for all of your VIO data, and a minimum amount of local paging data sets. All other data types can be paged out to SCM.
