I haven't looked anything up and it may have changed since the dark ages. However, BRODCAST (and presumably the "user" equivalents) is updated by the SEND command. I don't think you want UACC of UPDATE because then any old user would be able to update it and possibly destroy its format in the process. I expect Sam Golob would be able to say something more definitive.
