What is the sending platform and what do you want to emulate without 20,000 hours of contract labor?

I even heard rumors that they came back to us about half-way through the project asking for us to pay an extra 10% because they we're making any profit on the contract (fixed cost). After we said "No!" (or more profane words to that effect) is when the project _really_ got bogged down.
