I've shifted gears and I am using IKJTSOEV, things are looking a little better.
However, I received " IKJ56220I MAXIMUM NUMBER OF DATA SET ALLOCATIONS ALLOWED
BY YOUR SESSION HAS BEEN REACHED, YOU SHOULD FREE UNUSED DATA SETS". In JCL I
would use the DYNAMNBR,
but for IKJTSOEV how would I set this? I have debugging turned on
in the REXX and can see the failure is on an ALLOC command.

there has been some recent discussion about how IKJEFT01 and it's aliases
(IKJEFT1A & IKJEFT1B) should _not_ be invoked by anything other that EXEC PGM=
or via the "TMP session manager". Of course, you are free to do whatever you
need to do to "get the job done". I am curious if, instead, you could use the
"TSO Environment Services" (IKJTSOEV) as documented at:
https://www.ibm.com/support/knowledgecenter/en/SSLTBW_2.1.0/com.ibm.zos.v2r1.ikjb700/whenuse.htm

Also, just because I'm curious, what are you trying to accomplish (at a high
level, details not needed).

I have a theory that it's impossible to prove anything, but I can't prove it.
