I hate EBCDIC too! I got an e-mail from someone in Sweden asking if my z/OS Lua port could handle square brackets in a Scandinavian code page. In hindsight I should have used UTF8 instead of IBM1047/IBM037. Even the ISPF editor supports UTF8 these days.
