The text on the apar states:

  *                      OSPROTECT specifies the operating       *
  *                      system protection mode for              *
  *                      unauthorized programs and users.


So I am not sure there is a lot of details on HOW it will do that.  If there 
were, then I would suspect that would reduce the ability of this process to 
protect against malicious attacks

A question like that should be made directly to IBM if you are an IBM Partner
