What specifically is a "routine like above"? A code snippet that issues 
MODESET and obtains key 0 storage in subpool 231?

What wording would lead you to think that something that is valid to do, 
such as obtaining key 0 storage in subpool 231, would be affected by any 
APAR, let alone OA54807? When a PTF introduces an incompatibility to a 
programming interface, the PTF is expected to describe that 
incompatibility.

If nothing else, your snippet shows that you are authorized 
(APF-authorized in particular and subsequently in both supervisor state 
and key 0) and, as Lizette posted, the wording of the APAR text refers to 
"unauthorized".
