<snip>
backing out means regressing z/OS maint, and IPLing vs just changing
the OSPROTECT setting, and IPLing....a huge difference.

You mean IPLing from the previous IPL volume?
Why is that such a big deal?

We do a consolidated maintenance cycle two times per year, both IBM
software, and ISV. We only IPL prod systems two times per year. If I
have to back off the OSPROTECT support, then the rest of the IBM
maintenance goes with it, plus the additional outage we wouldn’t normally
take.
</snip>

You cannot change the OSPROTECT setting without IPLing.
So the "difference" is the "backout itself". If the backout is "huge" then
there's a "huge difference".

For something like this, perhaps it would be better to change process so
that the consolidation is done without OA54807, and then install OA54807
(and all its co-reqs), so that the only thing that would need to be backed
out if there were a need to do so is OA54807 (et al).
