The IBM download servers use the default port 443 for HTTPS, not port 21, so I'm confused by your claims. Exactly what program are you running, and what makes you believe it is using port 21 for HTTPS operations? Just spit-ballin' but is it possible you have a proxy or firewall in the middle causing some confusion? If you are truly using HTTPS to download from IBM and somehow that connection uses port 21, I want to know more.
