This seems to address the end customer's point of view.  Is there
something similar, either from IBM or from CA, addressing the fellow
ISV's point of view? Did CA reverse-engineer IBM's process, or bribe
IBM to share it?  (I read only the first page.)

No reverse engineering or bribery was required, just a polite request. If any other ISV is interested in creating their own Automated Service Request server to handle SMP/E RECEIVE ORDER requests for their PTFs, feel free to contact me off-list.
