On the CA Website, as others have stated, is an Internet process. Second, there is also documentation on using FILEZILLA to download fixes/products from CA website.
Third, you can open a case to CA on this process. I understand about not being able to use CA MSM in the shop. However, it can be set up with HTTPS and do the downloads of fixes and products for you. Then you can use the tool to install when needed.
