I'm not sure what "While REGISTER 3 settles" means. Even on a pipelined machine 
register settings appear to be synchronous; the only reason that a prorammer 
needs to take pipelines into account is for performance, and hand optimization 
can do the opposite of what you wanted when you move to a new processor.

Ah! I finally get your point. You misunderstood: "While R3 settles" meant 
"While REGISTER 3 settles". That's why I mentioned S/360,
back when such things actually mattered. Claro?
