Maybe you have a 'better way' to use NPF. Could you give me an example
of what you are doing?

What does the printer definition look like when you display it? $D PRT7.
Specifically the ROUTECDE parameter.
I'm guessing that printer isn't selecting work since you have WS=(Q,R/). Mine
is set to ROUTECDE=(*PRT) to select all routes that end in the characters PRT.
