I remember this being a pain to setup and test initially.  But we did finally 
get it to work.
Directions below are basic and you're already past some of these steps, but I'm 
including them if others want to follow along.

Using an ID with SYSPROG permissions:
Single Click on "HMC Management", left side of screen.
On the right side of the screen locate icon "Monitor System Events" and single 
click.
This opens a new window for the "Event Monitor Summary"
You'll want to fill in your SMTP server, SMTP port & Notification 
delay(seconds).
Select any of the monitors "zProcessors" then single click on "Edit..." button.
This will open a new window "Event Monitor Editor"

We have ours set to Hardware Messages for all of the target zProcessors.
Our pattern is set to ".*# any hardware message"
Our schedule is set to: - All days (Sunday, Monday, Tuesday, Wednesday, 
Thursday, Friday & Saturday)
Our notification list - This is where you type in the email addresses of the 
persons who get notified.  The emails addresses are separated by a single space.
Finally click "OK" to save what was entered.

This brings you back to the "Event Monitor Summary" dialog which from here you 
can click on "Test..." to test the "Test Event Generator"
Set what you want to test and then "Run Test..."

Not sure this will assist as it sounds like you may have another issue.

We’re wading into the HMC System Monitor app in order to get additional alerts 
for significant events. Unfortunately we can’t figure how to get beyond Square 
1. It goes like this. 

On HMC task list, select Monitor System Events, which shows this list of 
'permitted objects': Adapters, BladeCenters, Blades, Ensemble, HMC Optical 
Network, Managed VM, Partitions, Systems, Virtual Servers, Workloads, None. 

Up comes a screen entitled Event Monitor Summary, which displays this list of 
monitors:

Accelerator   
Crypto   
HW Msg Example   
Network   
OS Msg Example   
Partition   
Processor (CPU)   
Security Log Example   
State Change Example   
Storage   

Each item is selectable, but no matter which one we select with Add or Edit, we 
get this message:

There are no defined objects to monitor for the event type of the selected 
monitor.   
Select a monitor with a different event type or define an object that can be 
monitored for the event type of the selected monitor.

We have poked around--including Google searches--until our fingers are 
calloused, but we cannot find out how to 'define an object'. The particular 
monitor we're interested in is Processor (CPU), but the missing object issue 
seems to affect all listed options. Has anyone delved into this arena?
