Adding blanks to the end of a VB line is admittedly onerous (yet I figured
it out in 2 minutes), but as no one ever needs to do that, it hardly
matters.

Do you have any evidence for that?  The closest I've seen is a recovery
file, which is hardly a straight copy of the edited file, and doesn't exist
unless the RECOVERY option is used.

I completely agree.  It's sensible only for data with fixed fields, and
otherwise generally wastes space.  RECFM=FBA for print is particularly
bad.
