I will not repeat the other responses you have seen. However, consider this, in the days of mixed shops (VM, MVS,...) any mounted tapes would automatically unload. Having the devices offline @IPL time is a tried and true method of preventing impact to running work.
IMO, it is not necessary for the tape drives to be offline @ IPL. I believe it is prudent.
