Can you ping the target system from VSE?  It is possible that a firewall 
somewhere is interfering.  What does a trace show?  Both on the VSE system 
and on the target?

No, the VM LOCAL HOSTS file has no bearing on the ability of VSE to 
establish an FTP connection to anyone.
