You got that IPLing 190, (or CMS), right? (I have never tried to IPL cms/190 in a v=r machine, and can't any more now that we're z/VM 5.1 and z/VM 5.2.) RC=203 (X'0CB') is delivered in response to a Diagnose Code x'64'; An operation other than FINDSEG, FINDSPACE, FINDSKEL, or FINDSEGA was requested when the host-primary address space was in the sharable state. Wait for someone with more expertise to explain that mouthful. %-)~ In the meantime, try IPLing 190 from a smaller VMsize, like 64M - perhaps those segments reside within the 512M size of your virtual machine and the space was already in use (which should have resulted in a different message).
