My impression was that the CSE area was within Cyl 0 on the volume. Is
this not correct?

Initially setting up CSE
I finally got all the pieces, and started working on a zVM v5.2 system
with CSE. My problem is that, when I try to turn on CSE in the SYSTEM
CONFIG, I get then get several of the following messages in the IPL:
HCPLNM2880E MAINT 0190 is not linked, CSE LINK I/O ERROR, Code 02
The description of the error implies that XLINK FORMAT needs to be run
on
the device, but how do you do that initially, without the system
running?
I seem to be caught in a "chicken and egg" type loop?.
