Removing the xlink_include statements got the system up with the rest of
the CSE entries intact.

I tried the XLINK FORMAT command from MAINT for 123 520RES, and got the
response "Operand missing or invalid." According to the help file, the
device address and label are the only two parameters. Any hints there?

Remove the volumes from XLINK_INCLUDE in SYSTEM CONFIG.  Do not forget
to protect the CSE area by a dummy minidisk so that you don't place
other minidisk on top of it.
