Depends on your processor type. If the IFL is defined in the LPAR as shared, it can be up to the maximum your hardware supports (although you won’t like the results very much if you run amok and define 255 LPARs on one processor of your shiny new z9).

 

At one point in the past, there was a restriction that there had to be at least one LPAR defined on a standard engine (so standalone diags based on z/OS utilities could run), but I think that’s gone now that there are all-IFL systems out there.
