When the guest loops I would recommend at least a VSE standalone dump be taken 
and then analyzed...

Since you are under VM you should be able to display the regs and PSW a number 
of times to check where the loop is occurring

When the guest  loops is the console still able to respond to commands RC, 
STATUS , SIR,  PRTY?

Many times CICS is looping on an read of the same record over and over.. .Try 
leaving a terminal logged in a running CEMT I TASK (which is conversational) 
and then when the loop occurs then hit enter a couple of times to see if their 
is a task running away,,, if so then tab down (without ending the CEMT 
transaction) and purge the suspect transactions...
