Spool records (and page records and warm start and checkpoint) are addressed
as CCPV:
CC - cylinder number on the volume (2 bytes)
P - page number within cylinder (1 byte)
V - volume number - index number into the CPOWN list (1 byte)
The last one is why you can't move a volume's position in the CPOWN list.
If you do, you invalidate the index number and make its contents
inaccessible.
