You run DDR in a virtual machine, hence it only has access to the devices
defined to that virtual machine, and at virtual addresses.

So, LINK or ATTACH is required.

You can also dynamically define a fullpack minidisk using
   DEFINE MDISK vaddr 0 END volser
(this needs CP class A).

I'll send you a document with some directory wisdom.
