Dan, I think you will need a CHPID number on your NICDEF. I could be wrong - I haven't had z/os under vm in years!

I saw the NICDEF creation message before the IPL. The OS/390 guest came up normally. However, when I start my PCOM session for BH3A, it is unable to connect to the TCPIP stack running on it.
