It could be, as Scott Rohling says, that RACFVM is dead in the water. Look 
at the console and you could also use SECUSER to IPL 490 to get it started 
again.

The other situation we see where this message occurs when RACFVM is not 
dead is when a user with SPECIAL attribute logs on but gets the password 
wrong. There is a message on the operator console waiting for a response 
and, during this time, such a message can occur.

The final possibility is that your system is heavily loaded and RACFVM is 
not getting sufficient share. This can result in transient HCP6525E 
messages.
