Or the SMF log disks are full and SEVER YES is in the SMF CONTROL file on 
RACFVM's 191. This would probably point to a problem in the frequency of 
SMF archiving vs. the size of the SMF disks vs. the rate at which SMF 
records are being created.  (See section 6.6 of the RACF Program Directory 
for more details.)

If you FORCE RACFVM, then, assuming no additional RACF customization, the 
following users can logon using the password in USER DIRECT (not RACF!):
- RACFVM
- RACMAINT
- the system operator as defined (or defaulted) in SYSTEM CONFIG
- the current system operator (SET SYSOPER) [z/VM 5.4 only]
- an alternate system operator defined in SYSTEM CONFIG [z/VM 5.4 only]
