If it is a tape, issue
 VMFPLC2 LOAD * * A

To avoid clobering your "normal" A-disk with the tape contents, maybe
you'd want to ise a temp disk
  CP DEF T3390 1 20
  FORMAT 1 C
  VMFPLC2 LOAD * * C
I guess that the stuff you load contains an installation exec, and
that will install the remainder of the tape.

You can also have a peek to the tape contents
 VMFPLC2 REW
 VMFPLC2 SCAN (EOT
The first command rewinds the tape,
The EOT option on SACEN tells to scan until the end of the tape, not
just the first tape file (note: a tape file can contain more than one
CMS file)

There is also a VMFPLCD command, that take a disk file as input
instead of a tape. And, if memory serves well, VMFPLC cann call either
VMFPLC2 either VMFPLCD.
