The VM SSL server does not request client certificates, so there's nothing 
in the API for it.  It's on the To-Do list.

Because none of the IBM-provided apps that we wanted to exploit the 
function are written in C.  It would be good if the vendor levied a 
requirement.

No, Pascal does not use LE or require you to purchase a run-time license. 
(If that were true, you would know it!)  The Pascal RTL is shipped with 
z/VM.
